The Center for Civil-Military Relations (CCMR), as a component institution of the 'School of International Graduate Studies' (SIGS), is the lead agent for a combined program in 'Defense Restructuring.' The program is a two-week seminar for mid-to-senior level civilian officials and military officers faced with the numerous challenges associated with restructuring defense establishments. Participants are sought from around the world for a discussion-focused program, blending theory and practice in a quasi-workshop environment.

Goal

The goal of the course is to provide insight into the restructuring challenge that will enable participants to build host nation capacity. Future seminars will include the opportunity for participants to deliver briefings on the defense restructuring challenges of their own countries. One of the main course objectives is for all participants to teach each other. The overwhelming majority of participants in the first course recommended that students for this program be drawn from a global spectrum of countries, with more or less equal representation from each region.

Faculty

'The SIGS institutions that assist CCMR in presenting the course are The Defense Resources Management Institute (DRMI) and The International Defense Acquisition Resources Management (IDARM) Program. This lineup of experienced 'Expanded IMET' providers forms a team with expertise in all areas of defense restructuring. For the official wishing to investigate the range of issues in making defense establishments more cost-effective and relevant, such a holistic approach can be extremely useful. For decision-makers or their advisors, this unique course provides the insight to develop comprehensive strategies for implementation by specialists in each sector of government.

Language

The course will be taught in English. Participants must have an ECL score of at least 80, although this is waiverable upon request.

Location

It is possible that this course will be taken overseas in a tailored form at the request of SAOs with particular goals for assisting host nations with Defense Restructuring. In those cases, the course will be taught with simultaneous translation into the target language.

Schedule

The SIGS Defense Restructuring course for FY02 conducted during the period 4-15 November 2002 at the Naval Postgraduate School in Monterey, California.
The FY03 programs are scheduled for :

  • 10-21 November (Fifth Quarter event).

Cost

Cost per student will be USD 5,500, plus travel and living allowance. Student participation will be decided during the TPMR cycle, or at the convenience of the Security Assistance Officer in coordination with CCMR.
