The Center for Civil-Military Relations (CCMR) conducts a three-week Expanded International Military Education and Training (EIMET) approved course entitled "Planning Peace Operations" at the Naval Postgraduate School, Monterey, California.

The key objectives of the course of instruction are to:

  1. advance international participation in peace operations;
  2. enhance other countries' capabilities to participate in and lead peace operations;
  3. support international understanding of the strategic and operational planning of peace operations;
  4. enhance standardization of peace operations doctrine;
  5. improve interoperability of staff planning for peace operations among participating countries.

The Planning Peace Operations course provides an understanding of the roles and functions of the United Nations in international political and security matters, particularly peacekeeping, as well as those operational staff and managerial skills needed for understanding the complexities of establishing, conducting and terminating peace operations.

This course covers all of the United Nations Department of Peacekeeping Operations recommended subject areas for strategic and operational level training including:

  1. strategic planning for peace operations;
  2. managing conflict in complex contingency operations;
  3. civil-military relations challenges in peace operations;
  4. national strategic planning considerations for peace operations participation;
  5. operational concepts of peace operations; and
  6. multinational logistics of peace operations.

The educational approach of this course combines informational content along with practical exercises in operational planning to provide participants with the skills and knowledge needed to effectively design and prepare their national forces for participation in peace operations.

Course Dates

The Planning Peace Operations course will be offered in residence at the Naval Postgraduate School, Monterey, California once a year, usually in August.

Participants

This course is designed for international military officers in the ranks of captain to colonel and civilian equivalent officials responsible for strategic planning and organizing their country's participation in peace operations, as well as for those personnel responsible for developing and implementing operational concepts and plans. Accommodations

Participants are normally housed on campus at the Naval Postgraduate School Bachelor Officer Quarters (BOQ). These rooms are near the classrooms where the course is conducted. The rooms include a private bath, television, telephone, and a small refrigerator and microwave oven, and cost under USD 20.00 per day. Accompanying spouses and children may also stay in the BOQ for a small additional charge. Medical care is available on an emergency basis only.

Language

SAOs and participants should be aware that the course is conducted entirely in English and that the program strongly emphasizes group discussion. The ECL requirement is 80.

Cost

The cost of the course is USD 6,500 per student. This fee does not include transportation to or from Monterey or the student's living expenses while in Monterey.
